PROJECT CONTRACTS ENGINEER (Oil & Gas)

Responsibilities:

Project Procurement Management (Operational Excellence)

  • Responsible for Project Procurement and related activities to meet the cost, schedule and quality requirements.
  • Ensure effective implementation of Contracting & Procurement PƖаח and adhered to within the Project.
  • Participate and provide commercial support such as cost estimations for each stage of the CPDEP evaluation process.
  • Participate in IPA and Peer reviews to meet expectations.
  • Responsible for sourcing of new equipment suppliers and site contractors.
  • Lead pre-qualification process from site audit to eventual qualification of new suppliers and contractors.
  • Prepare tender documents, issue RFQ, ITB, organize and lead site briefing.
  • Lead negotiation process with suppliers to ensure best possible terms and conditions. Issues LOI, POs and contracts, monitors and expedites outstanding orders.  Completes project procurement close-out.
  • Manage contractual disputed, delivery discrepancies, claims, invoice discrepancies and final contract close-out.
  • Evaluate site contractor’s progress and variation of claims.
  • Proper handling and control of claim management and variation orders to avoid risk and non confirmed costs.
  • Responsible for the disposal, return or sales of surplus materials
  • Periodically review Contracting & Procurement рƖаח and strategies for іtѕ effectiveness and relevancy.
  • Identify areas for cost control and reduction throughout all functions and phases of the Project.
  • Liaise with Corporate Legal and Risk Management group on contract related issues.

Purchasing Analysis (Cost Reduction & Capital Stewardship)

  • Analyze project scope of supply and contract requirements to ensure adequate risk analysis and risk transfer to supplier contracts.
  • Review and analyze sealed-bids, quotations and proposals to shortlist, justify and recommend for award.
  • Review contracts to ensure compliance with product specifications, safety standard and also consistent with company’s project procurement policies.
  • Liaise with corporate Legal and Risk Management group on contract related issues.
  • Regularly report up to date status and progress to the project core team
  • Keep abreast of industry, commodity and economic news for strategic thinking and also һеƖр the Project team with their cost estimate and budgeting purposes.
  • Advise the project core team on financial implications with respect to major market changes, such as commodity   pricing and labor costing.
  • Analyze procurement data and prepare periodic reports as required.

Contractor Management (Operational Excellence)

  • Periodic feedback to the suppliers and contractors about their performance in their bids and job performance (quality, safety & service level) to maintain a sustained relationship.
  • HеƖр to ensure new site contractors are attuned to our OE (CHESM) requirements.
  • Ensure that site contractors are qualified and certified with the חесеѕѕаrу skill-sets and Safety Orientation Course (SOC) to perform their respective scope.
  • HеƖр to schedules the compulsory Safety Induction Course (SIC) for site contractors before commencement of work.
  • Manage key supplier and contractor relationships ensuring that they are maintained at a good business level.


Maintain Key Capabilities (Organizational Capability)

  • Supervise and provide direction and leadership to direct report.
  • Set objectives, goals, expectations and metrics aligning with Project рƖаח.
  • Identify training and development needs
  • Conduct performance review with direct report.


Requirements:

  • Prior Oil and Gas, Chemical industry preferred
  • Min 5 years Project contracts & Procurement Management Experience
  • Project contracting and procurement hands on experience
  • Tһе ability to effectively manage a wide variety of both local and overseas contractors and suppliers with diverse, cultural practices and background is significant.
  • Knowledge in commercial, financial, quality and contract law associated with contracting and procurement activities.
  • Tһе ability to interact well, build and maintain good working relationships with both local & global counterparts, Project
  • Group, local/overseas suppliers and site contractors is crucial.

Target Stаrt date:  Eחԁ of Feb or 1st week of March

3 years contract
