The purpose of this position is to perform professional work reviewing and approving Minor Construction Applications for both the WV/NPDES Construction Storm Water and the WV Oil & Gas Construction Storm Water General Permits. Enter, review and process modifications to issued permits under both above-referenced Construction Storm Water Permits. Review and approve Storm Water Pollution Prevention Plans, Groundwater Protection Plans, and Best Management Practices for sediment and erosion control. Provide compliance assistance and customer service to the regulated community to ensure compliance with the above-referenced Construction Storm Water Permits. 

Duties:

  • Utilize ERIS database and Electronic Submission System to receive and review minor Construction Applications and Notice of Intent (Oil & Gas only), Applications for the Construction Storm Water General Permit and the Oil and Gas Construction Storm Water General Permit.
  • Use Citrix (DWR, ARCGIS, ARCVIEW) mapping applications, as well as other mapping applications to verify the location and elevation of construction projects, and assess if they are discharging to impaired waters.
  • Review all information submitted with application with regard to proposed erosion and sediment controls to be put in place on construction sites to determine their feasibility and effectiveness in preventing / minimizing sediment runoff to surface waters of the State.
  • Answer phone and email inquiries from clients regarding questions and concerns that arise during the review process.
  • Conduct site visits to evaluate installed sediment and erosion controls listed in applications and assess their compliance with approved plans and their effectiveness.
  • Other duties as assigned. Serve as back-up to gatekeep permit applications for the WV / NPDES Construction Storm Water and the WV Oil and Gas Storm Water Construction General Permits. Respond via phone and email to clients regarding Notice of Termination (NOT) requests for the above-mentioned permits. Serve as back-up for permit approvals reviewed by other Storm Water Permit Reviewers.

  • Excellent organizational and oral/written communication skills. 
  • Employee must be able to communicate with individuals, inside and outside of the agency, while maintaining professional conduct at all times. 
  • Must demonstrate the ability to develop and maintain professional relationships with agency staff and personnel. 
  • Computer skills, especially those necessary for creating/editing documents and maintaining databases, are necessary. 
  • Due to the large number of active permits, this position must use superior time management techniques to keep up with gate-keeping, application review, customer service, and a myriad of other items that need attention.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.

OR

Substitution: Additional full-time or equivalent part-time paid professional experience as described below may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.

AND

Experience: Two (2) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources, environmental protection or in an agency-specific area related to environmental impact.

OR

Substitution: Graduate coursework from an accredited college or university may be substituted for the required experience at the rate of fifteen (15) semester hours for every one (1) year of experience.
